Other companies expected to start participating are Seattle City Light and Arizona`s Salt River Project in 2020; Los Angeles Department of Water and Power Albuquerque,. M Public Service Company of New Mexico, Northwestern Energy of Butte, Montana, and Turlock Irrigation District in 2021; Avista, based in Spokane, Washington, and Tucson Electric Power in 2022. SPP expects a go-live date on December 1, 2020, provided it receives contracts signed by a sufficient number of clients by August 1, 2019 to finance implementation costs. SPP will submit a tariff to the Federal Energy Regulatory Commission setting the rates, conditions and conditions of the EIS and intends to cooperate with the original EIS customers to finalize the tariff prior to the bid. In June 2018, SPP said it intends to offer reliability coordination services in the western United States, particularly Western interconnection, starting in late 2019. The Western Markets Executive Committee unanimously approved the proposed tariff on January 10, and the SPP Steering Committee approved it on January 28, as indicated by the network manager. SPP was also submitted for approval by FERC Joint Dispatch Agreements, implemented by seven organizations, and the Executive Committee Charter. SPP`s WEIS market will balance production and load for western link participants regionally and in real time. The market is sent every five minutes of central energy from participating resources throughout the region, which SPP says increases both the reliability and accessibility of the power supply of distribution companies to their customers. External resources participating in the TBEI must be “pseudo-linked” to a participating compensatory authority, in accordance with the agreements and requirements of that authority. Ferc has agreed to an undisputed transaction agreement between SPP and NIPCO regarding its annual transfer revenue requirement. | NIPCO SPP EIS will use the Regional Dispatch Transmission Service, a non-fixed intra-operational transmission service that will use unscheduled transmission capacity to re-send participating generators.

The transit service is the weakest and will not use the available transmission capacity or will supplant other forms of enterprise or non-business transmission service. No additional charges are charged for the dispatch joint transmission service. Xcel Energy stated that this could lead to the unqualified use of transfer capacity owned by PSCo or other non-WEIS parties. All participating load and production quantities (excluding production of less than 10 megawatts per metre) should be recorded in the PPS.
